The U.S. has increased its air and naval presence in the region as Iran expands uranium enrichment, commercial oil tankers face attacks in the Strait of Hormuz, and Tehran intensifies its crackdown on domestic protests. Khanna and Massie argue that Congress — not the president alone — must decide whether the country enters a new conflict.
