An Immigration and Customs Enforcement (ICE) agent fired shots during an arrest in St. Paul, Minnesota, after agents were struck by a vehicle, according to local police and federal officials.

The incident occurred just after 8:20 a.m. on Sunday in the 1300 block of Westminster Street, according to the St. Paul Police Department. Officers responded to a report of shots fired and learned that a federal agent was involved in a use-of-force incident.

St. Paul police said preliminary information indicated that agents were struck by a vehicle and fired their service weapon in response.

Federal officials said the agents involved were with ICE. According to the Department of Homeland Security, the suspect is a Cuban immigrant living in the United States illegally.

Assistant Homeland Security Secretary Tricia McLaughlin said in an email cited by the Associated Press that the man entered the United States in 2024 through a now-discontinued program implemented under former President Joe Biden’s administration.

McLaughlin said ICE agents approached the man as he was getting into his SUV and identified themselves as ICE officers. She said the man refused to roll down his window and was warned that agents would break it if he did not comply.

According to McLaughlin, the man drove off, striking one agent, and proceeded to a parking lot at his apartment complex, where agents attempted to stop him again and ordered him out of the vehicle. She said the man then rammed his SUV into an ICE vehicle, striking a second agent, which prompted the agent to fire shots. The shots did not hit the suspect, she said.

McLaughlin said the man rammed another ICE vehicle before exiting his SUV and attempting to flee into his apartment. Agents took him to the ground outside the building, where he also bit an ICE agent as officers subdued him, according to the email.

The two agents who were struck by the vehicle sustained non-life-threatening injuries. The suspect and the injured agents were taken to a hospital for evaluation.
