Former Illinois police lieutenant charged with misusing Flock

A former police lieutenant in Joliet, Illinois, has been charged with felonies for allegedly using the city’s Flock surveillance system for personal benefit, according to state police. Authorities have not disclosed details of the alleged misuse.

Jeremy Harrison, 50, of Plainfield, was charged with computer tampering and official misconduct, both Class 3 felonies, according to Illinois State Police.

The investigation began in October 2025, when Joliet’s inspector general asked state police to investigate allegations involving the suspect, who was then a lieutenant with the Joliet Police Department.

State police and a special prosecutor presented the case to a grand jury in Will County, resulting in the charges.

Flock’s automated license plate readers capture plate numbers and vehicle information, allowing police to search camera records to determine where and when a vehicle was seen.

In a separate case announced on September 4, Joliet police placed a sworn officer and a public safety dispatcher on paid administrative leave following the discovery of alleged misuse of Flock technology.

The department referred that matter to the city’s inspector general for investigation and to Illinois State Police for independent review. Neither employee was identified in the statement.

“Maintaining that trust requires these resources to be used lawfully, appropriately, and only for authorized purposes,” Joliet police said.
