Hamas and other armed groups in Gaza have agreed to fully disarm under a phased deal that would lead to the withdrawal of Israeli forces and transfer control of the territory to a new Palestinian government, according to President Trump.

Trump announced the agreement in a social media post on Thursday. “Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza. This is a monumental step toward lasting PEACE and SECURITY.”

Under the agreement, Israeli forces will withdraw from Gaza in phases as the disarmament is carried out. An International Stabilization Force and a new Palestinian police force will gradually assume responsibility for security.

Gaza would be governed by a new Palestinian government working closely with the Board of Peace, according to Trump. Details about its composition or when it would take control were not immediately released.

Two U.S. officials confirmed to Axios that Hamas had accepted the terms, although Israeli officials and Western diplomats remain skeptical that the group will follow through.

Hamas had previously sought to transfer civilian authority while preserving its military capabilities, Axios reported. The Trump administration, the Board of Peace and regional mediators believed mounting pressure and the group’s worsening financial situation could force it to accept disarmament.

“I want to thank the mediators—Egypt, Qatar, and Türkiye—for their important efforts, and especially my outstanding team, whose tireless work made this historic breakthrough possible,” Trump said.

“The threat that emerged from Gaza on October 7 will not be allowed to rebuild,” Trump added. “Under this agreement, Gaza will finally be in the hands of a new Palestinian government that serves its PEOPLE.”
