A federal judge issued a preliminary injunction barring Immigration and Customs Enforcement (ICE) agents in Oregon from making warrantless arrests in most cases.
The order allows an exception when agents believe a person poses a risk of fleeing. The ruling conflicts with a recent memo from Acting ICE Director Todd Lyons, which expands agents’ authority to conduct so-called “collateral arrests” — detaining unauthorized immigrants encountered during enforcement operations, even if they were not the original target.

New York City Mayor Zohran Mamdani says a man shot by police last week after approaching officers with a knife should not face criminal prosecution.
Mamdani said the man, identified as 22-year-old Jabez Chakraborty, has long suffered from schizophrenia.
“It is clear to me that what Jabez needs mental health treatment, not criminal prosecution by a district attorney,” Mamdani told reporters on Tuesday. “And that is why I proposed creating a Department of Community Safety — to build a mental health system rooted in prevention and sustained care in real crisis response, so officers no longer have to handle these situations alone.”
